1.
以一个民族组织一个国家的主义。凡一国有数种民族，则相互维系，以同化为一个群体；若一个民族散在数国，则相互联络，而吸聚为一个群体。
2.
国父倡行的三民主义之一。目的在求中国各民族的自由平等，一方面抵抗外族的侵略，一方面使境内各民族一律平等；进而扶助弱小民族，使他们都达到国际平等的地位。
